The Council of Young Scientists of the Institute of Fisheries (hereinafter referred to as the CYS) is a self-governing body of the youth of the Institute of Fisheries

In its activity, the CYS adheres to the following principles:

  • governance of scientific creativity and competitiveness;
  • equality of all members, self-governance and transparency in the work.

The main objective of CYS activity is comprehensive support to the scientific, inventive and other creative activities of postgraduate students and young scientists (under 35 years old).

The main tasks of the CYS are:

  1. Support of postgraduate students and young scientists, providing them with comprehensive assistance;
  2. Promotion of the individuality of a researcher, modern scientist with broad democratic worldview;
  3. Participation in the organization and development of inter-institutional and international scientific and cultural cooperation of young scientists;
  4. Informational activity, etc.

Conditions of CYS membership:

  1. Postgraduate students and young scientists (under 35 years old) can participate in CYS activities.
  2. Members of CYS can be postgraduate students and young scientists.
  3. Admission to CYS members is performed by CYS based on an entrant’s written application.

Rights of CYS members:

  1. to elect and be elected to CYS governing bodies;
  2. to participate in the discussion on all questions of CYS activities;
  3. to participate in scientific conferences, concourses, and other events organized by CYS;
  4. to receive methodical, informational, and other aid from CYS.

Responsibilities of CYS members:

  • to comply with CYS regulation;
  • to participate in CYS activities.

Suspension of CYS membership:

  • A CYS member can be excluded from the Council for violating the CYS Regulation;
  • The question on the exclusion of a CYS member is decided by CYS;
  • Suspension of CYS membership can be carried out at the request of a CYS member or in case of dismissal.

CYS structure and governing bodies
The supreme body of CYS is Academic Council of the Institute. The supreme governing body is the CYS Board.

Institute’s Academic Council and CYS Board:

adopts CYS Regulation and makes amendments to it;

defines the main directions of CYS activities;

elect the CYS Chairman, hears the report on his activities;

approves the composition of the CYS Board.

Management of CYS:

organizes conferences;

fulfills assignments of the Institute’s Academic Council;

may petition the Director to award the individuals who have made a significant contribution to the Board and excelled in scientific work.

CYS Board coordinates its work with the Deputy Director for Science or Scientific Secretary. Regular Board meetings are convened at least once a month. Extraordinary meetings are convened by the Chairman of the Board or at the request of one third of the CYS composition. The CYS meeting is empowered if at least 50% of the number of its members are present. The decisions are taken by a majority of the CYS members present.

CYS Board includes:

  • CYS Chairman;
  • Deputy CYS Chairman;
  • CYS Secretary.

The CYS Chairman elected by the Institute’s Academic Council is approved by the Director’s order. To ensure CYS activities, the Institute of Fisheries provides the CYS with space and creates the necessary conditions for its effective operation. The Director and heads of Institute’s academic subunits should promote the fullest informational support of PMB activities. Institute’s academic subunits should contribute to CYS activities.

Професійна спілка працівників Інституту рибного господарства НААН (ППСОП ІРГ НААН) це добровільна неприбуткова громадська організація, що об’єднує громадян, пов’язаних спільними інтересами за родом їх професійної трудової діяльності.

Метою роботи профспілки Інституту є представництво, здійснення та захист соціально-економічних, трудових прав та інтересів членів профспілки.

Первинна профспілкова організація керується у своїй діяльності чинним законодавством, вимогами Статуту Київської міської профспілки працівників агропромислового комплексу, Колективним органом між Адміністрацією і трудовим колективом ІРГ НААН, програмними документами і рішеннями профспілкових органів. Вищим органом первинної профспілкової організації є збори (конференція) членів Профспілки. Профспілкові збори (конференція) проводяться в міру необхідності, але не рідше двох разів на рік, в терміни, визначені профкомом або вищим профспілковим органом.

Вступ працівників до профспілки проводиться на добровільних засадах, без будь-якого обмеження через національність, расову приналежність, стать, партійність або релігійні переконання.

Основні напрями роботи профспілки Інституту:
представництво та захист інтересів членів профспілки при вирішенні спорів (конфліктів);
допомога у отриманні всіх видів матеріальної допомоги, нагород та премій;
облік дітей (дошкільного та шкільного віку) працівників для участі у культурно-масових заходах на честь свят та для отримання подарунків;
вивчати інформацію та вчасно інформувати про можливість оздоровлення співробітників Інституту та їх дітей у санаторіях, профілакторіях та інших здравницях України;
представляти та відстоювати інтереси співробітників Інституту з питань організації праці, побуту, оздоровлення та відпочинку;
контролювати дотримання існуючих норм праці та відпочинку;
постійно інформувати співробітників Інституту про діяльність профспілки;
інформувати співробітників Інституту про їх права та обов’язки;
тримати на контролі питання охорони праці та вносити керівництву Інституту пропозиції щодо створення належних умов праці, охорони праці та відпочинку;
ведення квартирного обліку працівників, облік використання житлового фонду, організація поселення в гуртожиток;
робота в комісії по укладенню колективного договору між профкомом та адміністрацією Інституту та перевірки стану його виконання;
облік та опіка соціально-незахищених категорій членів профспілки;
регулярно проводити засідання профбюро, оформлювати всю необхідну документацію.

Department of research of biological resources of reservoirs

The aim of the department is to study the state and dynamics of biological resources of inland water bodies, to assess the effect of different forms of human impact on fish communities, to determine the efficiency of natural and artificial propagation of fish stocks and to comprehensively analyze the major factors, which result in crisis situations in inland water bodies. The area of the Institute scientific control include all major inland water bodies of Ukraine including: Kyiv, Kaniv, Kremenchuk, Dniprodzerzhynsk, Dniester, Kakhovka, Chervonooskil reservoirs as well as Dnieper-Bug mouth system and a number of small and medium reservoirs across the entire territory of Ukraine.

The importance of the department activities is related to the valid regulatory-legislative base of Ukraine because all inland water bodies of Ukraine of national importance belong to the category of commercial fishery sites that implies their special status regarding the provision of favorable conditions of fish fauna existence. At the same time, during their creation and further exploitation, large reservoirs were de facto the water bodies of complex purpose, the exploitation of which defines the direction and intensity of the succession processes in aquatic ecosystems. The sustainable propagation of fish fauna and formation of the resource base for commercial fishery in the Dnieper reservoirs have to be based currently on the principles, which take into account not only biological but also organizational aspects of commercial fishery. In this case, the changes of dynamic and functional parameters of fish communities can serve as a macrocharacteristic of aquatic ecosystems while the assessment of the major factors of the formation and exploitation of commercial fish stocks are a basis for prognoses and regulation of fishery related activities.

The practical realization of major trends of the department research is performed based on the results on annual field works carried out by the Institute according to the approbated methods of ichthyological, hydrochemical and hydrobiological studies on the Dnieper reservoirs and Dnieper-Bug mouth system. The collection of primary ichthyological and hydrobiological materials is carried out at control-observation stations, fishery enterprises as well as during research cruises of the research vessel. The ichthyological studies carried out by the department of the reservoirs’ bioresources are the fullest and longest during the entire period of the exploitation of large Ukrainian reservoirs, thanks to which we created a unique database on the biological state of the populations of major commercial fish species. It allows developing long-term prognoses of their commercial exploitation and determining the direction and intensity of the succession processes in fish communities. The available array of own data allows developing the methodical approaches for ichthyological studies on inland water bodies. The department prepared and improved a number of methods for complex fisheries research adapted for specific conditions of Ukrainian reservoirs.

Major areas of the laboratory activities:

  1. annual preparation of major regulatory documents on the regulation of fishery related activities in inland water bodies (limits, prognoses, fish harvest regimes, biological justifications for artificial fish stocking, etc.);
  2. commercial fish fauna monitoring in inland water bodies from the commercial and ecological points of view;
  3. studies of major aspects of aquatic ecosystem functioning, which have direct or indirect effect on the state of fish communities (conditions of reproduction and fattening, different forms of human impact, etc.);
  4. scientific provision and support of commercial fishery exploitation of the inland water bodies of national importance;
  5. justification of measures for an increase in the efficiency of commercial fish harvest;
  6. ensuring the sustainable state of commercial fish harvest;
  7. principles of the management if internal-ecosystem processes with the aid of the selection of a complex of aquatic organisms;
  8. development of the conceptual bases for the creation of a uniform system for the prevention of extreme situation on the reservoirs;
  9. unification of the methodical apparatus of ichthyological studies on aquatic ecosystems.

Propositions of services for individuals and legal entities:

  • development of scientific-biological justifications and regimes of commercial exploitation (special fishery farms, recreational and sport fishing);
  • development of biological justifications for the measures on the artificial propagation of fish fauna and fisheries enhancement of water bodies;
  • fish stock assessment, assessment of the optimum number and types of fishing gears used for commercial fish harvest;
  • development of the fisheries characteristics of water bodies (their parts) including for the preparation of environmental impact assessment;
  • monitoring of the results of fish protection and compensation measures;
  • other works related to the determination of quantitative and qualitative parameters of fish fauna and factors having effect on them.

All documents prepared within the framework of the mentioned works comply with the requirements of valid regulatory-legislative base regarding the protection, restoration and exploitation of aquatic biological resources.

The department has been created with the aim to carry out the works related to the comprehensive analysis and planning of Institute’s activities for more rational use of its physical and work resources, to reduce the amounts of uncompleted studies, to increase economic efficiency and profitability of scientific research.

The importance of the department activities consists in the optimization of the efforts of all employees for achieving the assigned mission because the essence of the planning in the conditions of market economy is scientific justification of further directions of development, selection of best ways for their accomplishment and result forecasting.

The planning methodology covers the total of theoretical conclusions, general patterns, scientific principles, economical aspects, current market needs and the methods of plan development recognized by best practices.

Major areas of the department activities:

  1. development of investment projects, preparation of medium-term and long-term plans of scientific, production, financial and commercial activities of the institute;
  2. planning the amounts of capital investments and operational money for the centralized payment of physical resources, facilities and equipment for performing scientific research and development works based on the applications of scientific, production, and technical subdivisions of the institute;
  3. creation of methods, recommendations, regulatory-instructive documentation on economics, labor compensation, price policy;
  4. control for the institute’s compliance with the legislation in the field of economics, scientific and innovation activities, for performing the planned tasks;
  5. preparation of economical justifications, propositions, and calculations on the costs for performing scientific research and development works, current and capital repairs, cost plans;
  6. statistical recording of all production parameters of the work of the institute and its research facilities, systematization of statistical materials, preparation of statistical reports as per schedule;
  7. preparation, control and accounting of commercial contracts;
  8. preparation of employment register, which complies with the wage scale, approved structure, position salaries and valid norms, based on the propositions from the heads of scientific subdivisions of the institute and approval by the director.

  • control for budget execution as well as a preparation and formation of periodical and management reporting;
  • research, planning, and economical backing of financial and enterprise business activities;
  • analysis of enterprise economic activity;
  • analysis of enterprise actual costs;
  • preparation of current plans based on funding amounts of scientific works and research;
  • preparation of incomes and expenditure estimates of fundamental and applied research within the established limits, control for their execution;
  • preparation and formation of agreements with customers for the development of scientific and research products, lease agreements for temporarily non-used institute’s premises, performing enterprise business activities, control for their performance;
  • preparation of annual report on enterprise business activities.
